All water textures in TF2 only support cubemap ("cheap") reflections instead of Half-Life 2's proper ("expensive") reflections. A mod on GameBanana replaces the VMTs for water materials to add support for true water reflections, greatly improving the visual quality of water (and fixing tc_hydro's complete lack of a water shader).
