Create map roulette challenge #2

To engage the community let's create a challenge on https://maproulette.org/. To do this we need to complete the following sub tasks.

I created a challenge that is currently not discoverable and wrote an initial set of instructions. I added the GeoJSON from #4 and loaded each location in as a task (725 in total).
