Draw order #12

Swap draw order for existing vs. proposed. Not needed at the moment, just thought I'd add the idea to the list for possible future implementation

This would take a bit of work since you can't switch drawing order with a map service without using dynamic workspaces. The other option would be to separate out the two layers into different map services.
