RuralTelcomBoundaries is no longer being maintained #191

It's been removed from SGID. We should look at removing it from this app or finding a method of updating it in the future.

This data shows up in the report under: Local Exchange Areas.

In the short term, the data should be moved to a static FGDB rather than utilities.gdb since that would be wiped clean by a scorched earth command.

i like the static idea for now for all of the data no longer in the sgid

Looks like this dataset actually was never removed from SGID. Metadata says that the last update date was in 2012. I posted a message in slack#sgid about it.
