Reverse Geocoding #169

Currently, this is not implemented. Short term, we should probably remove it from this list of capabilities: https://github.com/agrc/masquerade/blob/c9a9bffd73d11834b86c2cfe4856f589eab5c799/src/masquerade/main.py#L132

And then in the long term, we should probably implement it. @mhchou tried to use it today for something.

South Jordan is attempting to use Masquerade within their CityWorks instance and this came up again. Just another data point for motivation to get it done.
