Either:

A plan to help them and their salesforce team build a custom portal OR
GOEO BO identifies a vendor to create one for them.

October 30

GOEO is obtaining estimates for a portal from Horrocks and Sanborn. UGRC may only be involved insomuch as some data preparation is required.

GOEO hired Horrocks Engineering to build the challenge portal. UGRC's role was that Jake helped GOEO set up their shiny new AGOL org for the data and challenge portal app to live in.
