Benefit

Proof of concept ExB app aimed at simplifying and at some point replacing current Locate app. Provide GOEO some possible options to keep core Locate functionality on a lighter weight platform.

Acceptance Criteria

[ ] GOEO finds that ExB alternatives meet business needs currently used in Locate.

Investigate ExB more closely as a replacement for Locate
- Layer grouping
- Multiple EZ layers vs custom dropdown
- Report replacement options
