UPEA boundary merge #361

Benefit

Update the UPEA Membership Districts data, map, and pdf with the merged boundaries.

Acceptance Criteria

[x] Merge 7-Uintah Basin District and 8-Southeastern District into a single boundary, 8 - Eastern.
[x] Eastern District boundary color should be the orange color of the current Southeastern boundary
[x] Remove District 7 from the legend

Audry Wood requested one more change to the map legend to remove the word "Officer's" from district 11, which Jake completed and sent back. I requested confirmation from Audry on April 3rd that the changes and project are complete.
