Migrate Enviro SGID layers to DEQ AGOL #394

Benefit

Remove SGID layers from UGRC's hosting infrastructure and put them in the steward's (DEQ) AGOL.

Acceptance Criteria

[ ] triage remaining Enviro layers in SGID
[ ] explore the changing role of forklift for some layers
[ ] investigate palletjack as a solution for some layers
[ ] understand what to do about ETLing non-spatial data, and possibly joining to spatial layers
[ ] use config sheet for new AGOL layers
[ ] deprecate SGID layers that are moved to DEQ AGOL

Risks

diversity of source data locations
diversity of data stewards/contacts to coordinate with
increase in AGOL credits/cost is a concern for DEQ
