Benefit

Rewrite the app to use the ArcGIS Maps SDK for JavaScript
Address technical debt and make improvements, where possible

Acceptance Criteria

Based on the estimate:

[ ] Bootstrap new app and layout
[ ] Build filters UI
[ ] Wire filters
[ ] Results grids
[ ] Data download
[ ] Sherlock for streams and lake names
[ ] Authentication
[ ] Interactive select, deselect on map or grid
