DFCM Lease Locations #450

Benefit

App created to help DFCM view lease and parcel locations. Short term: list of locations are to be geocoded and displayed in web app, long term: ongoing updates to lease locations and addition of DFCM parcels if they decide to continue with the app.

App sent for review. Based on feedback, filters will be added for agency, department, lease, and city. Fixed popup will be used instead of sidebar. Update of app data will be done manually every 3 to 6 months. Palletjack will not be needed at this time.
