Sharing process issue templates #112

These templates should complement the new process and policy pages in https://github.com/agrc/gis.utah.gov/pull/1627. I'm leaving this as a draft until that PR is finalized to allow for any changes that result from policy discussions.

Is this because it's assumed that the person creating the issue is the one to complete these tasks?

Yes, I wanted to reduce the steps required for them.

When asked, jake decided to close this. Maybe it will come up again with the MATT efforts.

These unfinished issue templates are referenced in our current and new website. We should resolve and merge this pr.
