Add Utah_SPCS2022_LowDistortionProjectionZones from Utah State Cadastral Surveyor #173

Summary

Introduce your data, where it comes from, why it is being added etc. This is currently a local layer (1 of 3) to support the new 2022 State Plane Coordinate System.

The data should be available in

1 Check [x] all the areas where you expect the data to show up.

The data is of high quality

Choose one.

Action items

  1. Assign a person who should complete the task by replacing name with their github @name.
  2. Check [x] the box when the task is completed and add the date of completion.
  3. ~Strike~ out all items that do not apply.

@rkelson you will want to ask @gregbunce to perform his triage and assign names to the action items or if you think you know who should be doing the work, assign them yourself. And when you are done with that check off your triage checkbox.

I am currently working with Archives on a variety of issues, and the creation of a record series for this is one. I hope to have it wrapped up very soon

@brigsz These new low distortion state plane zones stalled out and never went anywhere. This layer has not been added to the SGID. Last I heard we were waiting on something from the surveyor group but I don't think this is going anywhere very fast.
