Add Soils from NRCS #200

Summary

This new soils data is a subset of the comprehensive NRCS SSURGO database and will replace the outdated Utah Soils AGOL service.

The data should be available in

1 Check [x] all the areas where you expect the data to show up.

The data is of high quality

Where is the data source

Choose one.

Action items

  1. Assign a person who should complete the task by replacing name with their github @name.
  2. Check [x] the box when the task is completed and add the date of completion.
  3. ~Strike~ out all items that do not apply.

If this is replacing soils and has a different schema, it will need a new name and we will need to deprecate the existing soil layer.

Since the existing soils is only in agol can it be shelved and it's name changed instead?

@ZachBeck is the new schema in the open sgid? I don't know the difference to be able to tell.

It looks like open-sgid has about 25,000 fewer records than what's in internal-sgid.

5/17 was the last update of soils to the open sgid. Change detection shows 5/24 as the last update. I'm going to bump change detection so it forces an update.
