Remove the DEM imagery service from mapserv.utah.gov

Summary

• Name: https://mapserv.utah.gov/arcgis/rest/services/DEM/ImageServer

This service was published to provide elevation data to the UGRC Web API. This has since been migrated to use the national map and is no longer relevant to mapserv.

The work around to getting elevation data can be accessed from the national map.

There are some usage spikes for the service
