modifications to deploy and run in GCP #53

the read me is a little random but otherwise I think this will be working once the VPC is accessible. Let's merge once the VPC has been tested etc. Also the tests need fixing.

Other than the readme and tests, it's looking good to me so far.

readme has been improved and this is deployed in GCP.
