feat: allow project feature to be filtered by status

[x] Place a mobile friendly component on the mapping interface that allows the user to toggle by project status.
[x] Hide and how features based on the active toggle behavior
[x] The filtering always uses a any | or join since projects can't have more than one status
[x] The toggle components should match the project status colors to act as a legend
[x] The filter shows the filtered data for project centroids and project features
[x] Allow the filter to be reset to the default where all feature types are displayed

[x] Race condition with setting the initial definition expression
[x] Type errors
[x] switching between centroids and feature isn't implemented yet so testing needs to happen by manually editing the initial layer visibilities.
