資料收集新增上傳檔案與圖片 #43

如題，新增資料類型 FILE，以及 IMAGE 的實作

傳入 domainId:BatchReportDet.id domainName:BatchReportDet

檔案儲存路徑：'BatchReportDet'/BatchReportDet.id.fileType

顯示的時候，如果是圖片類型，顯示圖片

如果是檔案類型，顯示為檔案連結

改寫 AttachmentController save 以及 show

前端目前已有圖片上傳顯示元件，可參考作法或是繼承圖片上完元件，新增檔案上傳連結產生元件
