Remove client script requirements #54

Currently, configuration requires that we have a client script set up for each doctype that has a Document Approval Rule. We should default this by checking if any rules exist for the current DocType and then having the approval view conditionally render.

For performance sake, I think it makes sense to add a configuration layer in Document Approval Settings.
