Refactor queue to use dedicated queue #18

@agritheory I added a skip for the development setup that Alchez added to the autoreader PR. I need you to confirm if the wording and timeout for the queue are ok.

@agritheory I've fixed the failing tests in #16 by moving the setup from setup wizard to tests, similar to the other AT apps. I'm not sure if the app should pre-built with the Shipstation-specific customer group and price list, or if that should be deferred to the app user.
