Refactor pyproject.toml to poetry

Added backport config - https://github.com/tibdex/backport Labels to be added - backport version-15 and backport version-14

Added pre-commit config from test_utils -

update_pre_commit_config
validate_copyright
clean_customized_doctypes
validate_customizations
validate_python_dependencies
validate_javascript_dependencies

@agritheory should i add the changes after running pre-commit hooks on local in this same PR, or we can take this forward and create new PR with the changes.
