Create Designation, Role Profiles and Users for Employees #61

We should be creating permissions / Role Profile that match the Employee responsibilities. I'll follow up with an org chart with designations. We will also want to curate a set of departments for these. I suspect we will have two sets of employees - one for the CFC data set and one for APC.

Edit - these roles/ designations and structure will be contributed to a customer project - not this one.
