Load and/or produce a RDF version of the ICASA data dictionary #574

This issue is about a project betweem MISTEA and LEPSE to produce a RDF version of ICASA data dictionary (also call Master Variable List) : https://agmip.github.io/ICASA.html

This second work seems pretty much advanced. Resulted in 3 ontologies: https://terraref.github.io/icasa/1.0-alpha/

Today loaded the resources from @craig-willis in AgroPortal in private.

@jonquet Thanks for reaching out and your interest in the ICASA work. As part of TERRA-REF, we were looking at using the ICASA vocabulary in project metadata and wanted an alternative to the Google sheets approach. We did some outreach beyond our project and, while there was some interest in the community, it hasn't progressed. From my perspective the work is dormant and I'm not aware of any recent or planned work. @dlebauer may have further thoughts.

Although these projects have stalled, there is still a lot of interest in using ICASA including within a few projects I am working on.
