Add package continuous integration

Travis (Linux) via Docker with an rClr container linked to an MSSQL Server container
Appveyor (Windows) using native .NET and MSSQL Server environments
[x] Write and test .travis.yml and appveyor.yml
[x] Link repo to Travis
[ ] Link repo to Appveyor
[ ] Unlink repo from Semaphore (replaced by Travis)

@agstudy are you able to complete the last two tasks above?

I will push the final commits once the branch is being tested correctly.
