Create an VPC to house the exercise infrastructure.

Create a VPC with the following parameters:

CIDR range 10.0.0.0/16
instance_tenancy "default"
Enable DNS hostnames
Enable DNS support = true
enable_classiclink = null # https://github.com/hashicorp/terraform/issues/31730
enable_classiclink_dns_support = null # https://github.com/hashicorp/terraform/issues/31730

Add tags to be able to identify it
