Add Oncore integration #16

There are three distinct paths for integration between StudyFinder and Oncore.

  1. A ct.gov record already exists and has been tagged in Oncore. In this case StudyFinder should pull certain fields from Oncore to "enhance" the ct.gov data. Initially these fields will include lay description and study contact.
  2. A ct.gov record does not exist. Allow for the ability to manually add Oncore studies to StudyFinder that are not in ct.gov.
  3. Oncore is used exclusively to populate studies within StudyFinder and a nightly job is scheduled to pull studies from Oncore instead of ct.gov. In this case, the ct.gov connector would be deactivated and the Oncore connector would be the only source of data.
