For wrong BER / UID we should get warnings, however they get swallowed if they are only used within conformsTo rules (a warning will not trigger conformsTo to fail).
The BER/UID checks were not availble in CH-Core 4.0.1 (they will be introduced in 5.0.x) and the additional check rules we added directly in CH ELM for that were swallowed. The rules should be mad explicit until we switch to version 5.0.x
