No New Quest icons in Basfelt Village

Bug description: There are no icons over the heads of NPC's in Basfelt Village 
for new quests, they do work on finished quests, but not new quests to show 
there are new ones.

What steps will reproduce the problem?: Go to Basfelt Village on rev 173 and 
check with NPC's to see if they have a new quest and see that there is no new 
quest icon over their head.

What is the expected output?: It should show which NPC's have new quests with 
the overhead icon.

What level are you trying this at ? If you're 10 levels above the quest it wont 
show a blue quest marker

I am level 30...you may have hit it right on the head, I will create another 
char and level it up to the level of that quest and check. Will post my 
findings asap.
