Had this problem too when people had the altered files from "Other" Servers
(item.pak,npc.pak files)

disable anticheat. This happens when item you bying exists in client bylist and
do not exist in server bylist for that npc.

Disabling anticheat isn't a solution for the problem, if someone would let me
know which NPC is supposed to be selling this item I would fix it.

Some searching around reveals that the type of dyes available for purchase is
dependent upon character level, at least in one version of Aion. However, I
cannot reproduce this in the Aion version that I'm using. (2.1.0.8)
In goodslist, ID = 293 and ID = 160 are the only shops that sell dye.
Goodslist 293 doesn't seem to be in use by any current NPC in the current SVN.
Goodlist 160 is used by the dye shop of both races.

Adding the dyes listed there into goodslist 160 should fix the bug.

Made patch, implementing the changes I suggested above. Someone with this
issue will need to test it. This issue is only present in client versions that
are at least higher than 2.1.0.8.
May not fix all of the dyes or missing items, but should fix hot pink along
with several others.
Note that your character must be above a certain level in order to test this
properly, as the dye shop is dependent upon level.
