YOU MUST BE USING AION X EMU FILES ONLY!! IF ANY MODIFICATIONS WERE DONE TO
THE FILES THAT WERE NOT INCLUDED WITH THE SVN, WE WILL NOT SUPPORT THOSE
ISSUES HERE!!

Bug description: When you click to talk to Balder in Pando on this quest, the 
quest window will not open.

What steps will reproduce the problem?: Ascend and go to Pando for Ceremony, 
then talk to Balder about Veldina's Call quest.

What is the expected output?: Quest window open and complete quest.
