//Announce command can't send more than one word since rev150 #135

Bug description: New split args function introduced for survey command  do not 
works correctly at least with announce command.

What steps will reproduce the problem?: typing //announce name some not one 
word message - getting syntax error due to too much args.
typing //announce name someoneword - works. 

What is the expected output?:Announce message <some message with more than one 
word>

Please copy/paste errors below: no such output

You have to type //announce name "Your message here."
