Templars break power low damage bug

Bug description: I have been searching about this for a week now, but seems 
like no one has said or replied to anything about the skill "break power" of a 
templar.
It is meant to deal roughly 2.5-4k dmg on an enemy, however it only does 
300-800 dmg. Aiming to become retail includes this, so i suggest this problem 
to be put into action.
