[Skill] Summon Water Spirit II #314

Bug description:

In official server, this summon must be the same lvl of you, but i have 
problems with a SM, it have this summon with 3 lvls lower of the player. 

What steps will reproduce the problem?:

Nope thats not correct ;) The level of your summons differ like they do on 
retail (just checked it).
