Bug description: In this steep: 
- Activate the Artifact of the Inception.
When you talk to artifact to activate it, it not works, nothing happens.

What steps will reproduce the problem?:
 - //quest start 2074 
 - Do all steps until you have to Activate the Artifact of the Inception 
 - Talk with Artifact of the Inception 
 - Nothing happens

The quest is not bugged, you need a Temporal Stone which is crafted by an 
alchemist to activate the Artifact and finish the quest.
