dual wield attack speed bug

Bug description: If you have a weapon equipped in your subhand, almost 
everytime that an effect starts or stops on you, you get attack speed bug.

Try use any buff skill to yourself, notice your attack speed when the effect 
starts (when you get the buff) or stops (when the buff goes out).

This also happens when you unequip something from yourself. Not everytime 
though.

What steps will reproduce the problem?: Switch weapons or reequip the weapon.

What is the expected output?: You get proper attack speed when an effect starts 
or stops on you.
