Update package for Julia 1.x #4

I modified the package so that it meets current 1.x requirements. I also added modified the logging facility and worked on improving testing.

It is a bit much, so let me know if you would like me to break it up.

I'm traveling and away from my usual dev environment. It might be next weekend before I make all the changes. I might also get bored and setup a mobile dev environment though.

Thanks for approving the PR, @ahnlabb . I think you are the only one that can merge though.
