Person who implements emergency action

Coordinator

Person who runs the response
Person who communicates with third arty stakeholders.

These people need teaching material -- what makes a "good ${ROLE}".

Incidents are often assigned to ${TEAM} where ${TEAM} represents a rotation of on call engineers. That's probably a good model, though I'd call it ${CONTACT} and defer resolution.

Maybe. Unsure. Multiple teams can be assigned to a single incident.
