Problem Statement

@jhoanTrujillo , @iPoetDev , @stephendawsondev , @DarrachBarneveld, @violaberg : let review the problem statement, iteratively and refine as we go.

Members of the ReBuild Ireland team noticed:
The difficulty and confusion, from public and internet sources (pain point)
πŸ…°οΈ with finding the details of such housing and
      or finding the details public servants (i.e. πŸ”Ή `{Housing}` Officers)
πŸ…±οΈ being able to effectievly query these sources in an intelligent fashion; ...

and to have meaningful and actionable outcomes from:
 1️⃣ interacting with an (πŸ”Ή {Agentic | LLM | AI | LLM | GenAI}) chat bot
using:
 2️⃣ natural language queries (inputs) for
 3️⃣ natural language understanding (process) and
 4️⃣ for the intelligent NLP actor
and or
 5️⃣ for expert system
 6️⃣ to be adaptively responsive (outputs)
 7️⃣ to the users non AI informed questions.
