Use the datastore to implement the functionalities of the inspections/.

Tasks:

[x] Implement create_inspection
[x] Implement update_inspection
[ ] ~~Implement discard_inspection~~
[x] Implement search_inspections

Acceptance Criteria:

All the tests should pass.
All these functions need to be tested.
