Create a private test llamaindex in `llamaindex-db`

Description

This index should ensure that only clients on our private network have access to it.

Tasks

• [x] Create a new private postgresql db.
• [x] Configure security settings to restrict access to the postgresql db.
• [ ] Build a new llamaindex in the postgresql db with sample private documents.
• [ ] Tests to verify that the postgresql db is only accessible on our private network.
• [ ] Document the setup and configuration steps.
• [ ] Review and validate the security measures in place.

Acceptance Criteria

• A new llamaindex index is successfully created.
• Access to the index is limited to the clients on our private network.
• Security tests confirm that no unauthorized access is possible.
• Documentation is complete and accurate.
