Issue was called deployment.md but file name changed to MANUAL_GCP_DEPLOYMENT.md Fixes #39

You're not replying to my previous review comments @redat97 . At least with "done" so I can know to expect what to look for.

Also, tacking on the github workflow to the PR for manual documentation is wrong. Put that on a separate PR. Comment on github workflow: where's the lint and test step?
