Features:

Filter messages from unmonitored users based on config.

The Core engine will receive new incoming messages from the Slack Integration based on Slack events. Based on the configuration, the core engine should ensure that no Slack messages from other users are passed to the AI Agent.

Manage error handling and module dependencies.

Ensure that any errors encountered by the Signal system are processed appropriately. Slack is the primary "UI" for the Signal system so any notifications to the user should be sent there.
