In this PR, we added a command line function scream_run that takes in a yaml config file and executes a simplified version of run_eamxx.sh. run_eamxx is the officially supported run script used in the scream team and supports running on different HPC systems. For this PR, we strip out the logic for different machines and focus solely on running in docker.
