Instructions on incrementing and tagging a version #54

Added a RELEASE.rst file with release instructions. For us right now that means incrementing the version, tagging a commit, and pushing it to master. Further down the line this file can include instructions on deploying to pypi.

My main comment is that it would be helpful to have a link or some small explanation of where to get bumpversion from. I'm not familiar with this tool, don't have it installed on my VM or Mac. Also, have a more open-ended comment about versioning, can be discussed more offline.

Tests now pass on fv3gfs-python, so this is ready to merge when you approve it.
