CI visualize validation against fortran #280

Purpose

Add a new Jenkins plan to run the baroclinic test case and plot the difference from Fortran wrapper.

Code changes:

driver.py: do not initialize physics related stencils if running dycore only
run_compare_fortran.sh: bash script to run and plot against fortran wrapper on daint
plot_pcolormesh_cube.py: add feature to plot against wrapper data
initialization.py: pass compilation config to stencil config

Infrastructure changes:

New CI plan runs weekly
