Add function to safely get Iso Level #214

If cache is not present, function returns the provided default value.

Removed a TODO comment in automatch.js; it looked done.

I'm going to wait until my server is up again to test and merge this. Right now I can only test the "fail" condition.

Verified that it works when run manually and as used by the Iso Level info in player details popup. Works as expected when gokosalvager.com cannot be reached.
