Update swagger docs #118

The workflow that builds and deploys the docs in this repo has a step where it fetches the backend-api-docs image to get the swagger doc based on the version tag that is saved in the api.version file under docs. Since we forgot to update this, we should do that once we are releasing a new version of the backend-api.
