No dependencies installed in notebook image #4

When using pet-image-detection on https://jupyterhub-opf-jupyterhub.apps.zero.massopen.cloud/ it does not seem to have installed the dependencies (particularly seldon-core and tensorflow), even with a successful build and latest release including a Pipfile and Pipefile.lock

using pipenv install --dev will build Pipfile.lock
