Update modis_lst to use Dataset class

• modis_lst now has one main script with class definition
• INI config file with settings like directories for outputs, which years to process
• some Python modernization, e.g. using pathlib

I just added flow.py and deploy.py files, adapted from malaria_atlas_project. Please note that I haven't tried deploying this dataset yet.

After discussing with @jacobwhall how to manage EarthData credentials, plan is to just use config.ini for any non Prefect deployments, and for deployments we edit them as deployment parameters (default to None) via the UI before running the deployment.
