[x] consolidate into main.py using Dataset class
[x] rewrite download script in Python, integrate into main.py
[x] have download, process tasks use local scratch then transfer to shared FS (see #148)
[x] complete initial tests locally
[x] add flow.py
[x] test deployment
[x] update README
